Bloomberg: EU to consider appointing special representative for Ukraine

Several European leaders have previously called for such a position after the United States shocked Europe by excluding the bloc from early talks. The special summit of EU leaders on March 6 will focus on developing a common position on defence, both for rearming the continent and on Ukraine, the people said.

EU leaders will also discuss the bloc's expectations for what peace will look like in Ukraine and what security guarantees they can offer in the context of the talks. The European Commission, the EU's executive arm, is expected to present a plan at the summit to invest hundreds of billions of euros in the defence industry.

In mid-February, senior Russian and U.S. officials met in Saudi Arabia for the first round of talks without Ukraine or Europe. U.S. President Donald Trump’s special envoy for Ukraine and Russia, Keith Kellogg, has been crisscrossing Europe meeting with leaders and told European officials at the Munich Security Conference that they would likely not participate in the talks. Ukraine has called on Europe to quickly appoint a representative for potential peace talks with the U.S. and Russia.
