Moreover, it follows from its text that this resolution prohibits the export of goods outside the country to the EAEU states, as well as outside the customs territory of the EAEU from the Republic of Belarus to states that are not members of the EAEU, when placing them under the customs procedures of export, temporary export, processing outside the customs territory, and re-export.

According to the text of the document, this refers to a ban on gypsum, anhydrite, dental cements and other filling materials, bone reconstructing cements, and devices identified as devices for ostomy use.

The list also includes photographic plates and film, flat, sensitized, unexposed, made of any material except paper, cardboard, or textiles, X-ray films, and gloves. Furthermore, the decree lists mittens and mittens used for medical, dental, or veterinary purposes, glass ampoules, waste and scrap tungsten and tungsten products, containers for compressed or liquefied gas, and containers made of ferrous metals.

The scope of the document also applies to knives and cutting blades for machines or mechanical devices, industrial or laboratory furnaces and ovens, including incinerators, non-electric, forklift trucks, other trucks equipped with lifting or loading and unloading equipment, and other names.

However, the restrictions do not apply to goods accompanied by a certificate confirming their Belarusian or Russian origin. The ban also does not apply to goods obtained as a result of processing operations within the customs territory of the EAEU in Belarus under the customs procedure for processing within the customs territory, nor to goods manufactured using goods previously placed under the free customs zone procedure.

It should be borne in mind that a number of exceptions also include goods that are international transport vehicles, exported from the customs territory of the EAEU, as well as those transported as part of international transit shipments that begin and end outside the territory of Belarus.

And one more significant addition: this resolution is valid until March 22, 2026.
