Salaries of officials in Kyrgyzstan will be linked to the quality of their work

As the head of the department for control over the execution of decisions of the president and the cabinet of ministers Azamat Osmonov stated at a briefing in the Sputnik-Kyrgyzstan press center, the monetization of disciplinary measures, which is planned to be introduced into the work of the state apparatus and municipal services, is designed to improve the performance of officials. The existing system, according to him, does not allow for a radical improvement in discipline among civil servants. As a result, the decisions of the country's leadership are often poorly executed. The deadlines for completing a particular task are often delayed. Employees of departments are negligent in their duties. But only in isolated cases does this lead to dismissal or, if signs of a criminal offense are found in the violations, the materials are sent to law enforcement agencies.
– Unfortunately, one official can receive a reprimand several times and still continue working at the same place, – complained Azamat Osmonov. He believes that disciplinary punishment would have the desired effect if employees who received a severe reprimand were suspended from work, but this does not happen, with some exceptions. Osmonov explains this by the fact that there is no such rule in the current regulatory legal acts.
– That is why we want to introduce a system whereby officials will be deprived of bonuses and their salaries will be cut after receiving a reprimand, – emphasized the head of the department for control over the execution of decisions of the president and the cabinet of ministers. – Punishment in this way will serve as an incentive for the civil servant to increase the efficiency and effectiveness of his work. An amendment to the Code of Administrative Offenses is already at the development stage, which provides for the introduction of a fine of 10 thousand soms for violating the deadlines for considering citizens' appeals. And this is only one of the proposed measures. But before punishing, we will, of course, check what caused this or that violation.
Last year alone, according to the department, 56 officials were brought to disciplinary responsibility, and seven were dismissed from their positions. Severe reprimands were given to 27 people, including ministers, deputy ministers and akims. Reprimands were given to 22 officials. At the same time, as Azamat Osmonov admits, official statistics show that the number of those punished is decreasing every year, because the implementation of decisions is getting better. "In 2023, 123 officials were punished," he added.

The number of people wishing to work in the civil service has increased in Kyrgyzstan, as a result of which the reserve of personnel for employment in government agencies has increased. The head of the department for monitoring the implementation of decisions of the president and the cabinet of ministers of the Kyrgyz Republic, Azamat Osmonov, explains this by an increase in pay.
– The salaries of civil servants in Kyrgyzstan today are quite attractive, – he said. – We have raised the salaries of teachers, health workers, and ordinary employees of ministries. This is bearing fruit – there is no outflow of personnel, on the contrary, they are replenished. Previously, people left the civil service and went abroad to earn money. Now they are returning. Today, no one wants to lose their job.
